Yes, I have heard that quite often, so I am sure you must be right, but I have a fairly low tolerance threshold for such things: to put up with stupid or unsympathetic characters -or in ST: TNG's case a combination of both- I need to have already accumulated lots of goodwill towards towards at least some of the characters of said show.

If not, I can be very unforgiving of stupid dialog and characters that make me want to slap them silly. Which was all of them. :(

Besides, what I liked about ST: TOS was its underlying optimism and constant striving for a better future: all the later series had much better FX (so much money!) but they had none of that positive outlook nor such strong, positive messages about the value of humanity, honesty, open-mindedness and friendship.

And for anyone who wants a more modern look at sci-fi than ST: TOS, complete with cynicism, grittiness and social relevance, I'd recommend watching Blake's 7, which predates ST: TNG by nearly a decade and manages without a tenth of its budget to be 100% more gripping and relevant than ST: TNG. Not to mention make you care about all of its characters, in spite or maybe because of their imperfections.

So yes indeed, no compulsory watching! There are so many more shows to watch than we could possibly have enough free time to watch them all in... not to mention wonderful books, movies, places to visit, friends to meet, family to spend time with (or not as the case may be), etc, etc. :D
