I'm going to be mean and say it's because it's Axel/Roxas, and as a popular pairing of a popular fandom with a lot of fanbrats, there's plenty of crappy fics with them on ff.net that get hundreds of reviews.
On the contrary, the author should be proud that she's not being flooded by "omg kawaii~♥" and "write moar butsex" comments.
