I was kind of meh about UA, but Thud is one of my favorite Discworld books of all. I didn't notice a decline in the quality of it, and I'm kinda confused what people would be pointing to as evidence that it wasn't as good as the previous NW books. I mean, Night Watch will forever be the shining pinnacle of the NW series-within-series, but that doesn't mean that Thud sucked just because it came right after (in terms of series-within-series) and isn't quite as great.
