IA, if they want Mulan back they could probably make it work, as long as the actress is up for it. And I think she would be; she seemed to enjoy the role (and Mulan/Aurora).

I like season three Regina better than season one or two Regina, but I'm a stubborn person that holds onto things and don't think I can ever truly like her. (Most the fandom does though, so, you know...you aren't the odd man out in this situation!)

People do like redemption arcs though, and I do too if they're well done. They're improving, I think...at least with Regina. (The show doesn't follow through with lots of things, lol.)

IDK what it is about OUAT that makes the writers think every antagonist or villain needs a redemption arc. I know that isn't strictly the case, not every single one has been given one, but it's starting to feel that way. And tbh, I think they're shit at it.
