On the other hand, a good AU is one that is an Alternate Universe, not just a Different one - which means that even while the characters' backgrounds change, they should still hold some parallel or connection to the canonical backgrounds. In Bucky's case (if it's not being based off of pre-WS Bucky), that means some kind of exploitative, traumatic past, and some kind of issue with his left arm.
And going on the pre-WS/post-WS thing: the character's relationship with other characters changes drastically before and after those time periods. If you just want him taking care of Steve somehow, then a Bucky based on his pre-WS characters works fine; but if you want a Bucky who is super competent at his job or has some kind of complicated background with Natasha or is even just part of the team at large, then that really relies more on his post-WS characterization, that means, well, very exploitative and traumatic background.
