I suppose the actions are inconsistent with his usual ones.

But if God ever woke up one day and was like, "wait, do these humans actually give a shit about me, or do I have to make them PROVE it?" I could see him doing something nuts.

It's not actually the devil he makes a bet with, though, from what I've read. It does say "Satan" but supposedly that can also just mean "accuser." (OT God probably would've smote his ass or invited a new warrior to punish him, but I like to think this was a step to self-awareness, and he just handled it very badly.)
