The thing that pisses me off about this whole debacle is that Weird Al didn't need Coolio's permission to do squat with the song. Parodies are protected under the Fair Use Act. Al was, as always, just being polite by asking.

And he has declined to release stuff in the past when the artists he parodied didn't want him too. He's grumbled about it, but he does try to respect their wishes. (That's why he's never released a Prince parody. Prince didn't like the idea.)
