Honestly, the only advice I have is "Talk to people". Which I know is obvious and not incredibly helpful...but that's how fandom friendships start, you know? Most the fandom friends I've made were people I met in fandom communities, so joining some active communities, commenting frequently, maybe finding a forum or something, any of that helps.

You can always try to find friends on tumblr, but because of the interface I feel like it isn't the greatest place to try and connect with people. Some people do manage it though, and beautifully, so I guess it just depends on how you feel about tumblr personally, if you know the site well and are willing to make the effort.
