Maybe because they didn't choose to have a power that could wipe out whole cities?
Someone having the potential to hurt someone else isn't as scarier as someone trying to create weapons to hurt others imo.

Yes, it is.

You have to choose to make a weapon to hurt others, and it requires a great deal of skill, education, and effort to do so. Destructive mutations, on the other hand, are consistently shown as pretty effortless to wield, and most dangerous mutations can be dangerous without the conscious choice of the person who has them.

if this thread has proved one thing, it's that if mutants did exist in real life the way they're treated wouldn't be much different than the way they're treated in the comics
