Well yes, that is a problem. A real one, if not very plausible and emphasized for dramatic effect, but I still don't see how a mandatory registry would help. You either trust parents/people, or you don't. The neglect and irresponsibilty that might cause people to lose control and not take precautions are already bad things, things that already cause violnce and social problems and end in government involvement anyway. I acknowledge there would need to be resources, new foster programs, different schools. How does a mandatory registry tracking everyone help anything but the atmosphere of oppressive dystopia. The movie moment problem of "anyone could have a Carrie moment and realize their mutant ability in a rain of adolescent blood" has no solution. I am really tired I hope this makes sense.
