I've always thought the angels shouldn't really count unless they're among those who habitually refer to/address/treat each other as brother and sister. Some do, some don't, and just how literally or metaphorically it's treated seems to vary wildly from one individual and relationship to the next.

At the end of the day though, noncorporeal multidimensional wavelengths would logically have no innate sexual customs or taboos, no Westermarck effect and no gene pool to protect until they take a human vessel, so in many cases I chalk it up to the same sort of fraternal language used by various societies, religions and military groups.

(Having spewed all of that--Castiel/Anna is my OTP.)
