Yeah, because it's so implausible that anywhere could never change in that time frame. /s

It's been 70 years, not 700. That's a huge place to change their line of thinking and how things are run in such a short amount of time. Pretty sure you can find examples of how little an area can change just as much as you can find the reverse to be true.

To be fair, it's supposed to parallel the Industrial Revolution, which was a time of very rapid change. But it's not clear to me from this (I haven't yet caught up on Korra) if the Earth Kingdom was supposed to be caught up with the times or not.

There is modern technology in Ba Sing Se but the system of the upper and lower rings is still in place - it's still socially stratified by wealth, though we don't get to see if it's still stratified by social standing as well.
