To be fair, it's supposed to parallel the Industrial Revolution, which was a time of very rapid change. But it's not clear to me from this (I haven't yet caught up on Korra) if the Earth Kingdom was supposed to be caught up with the times or not.

There is modern technology in Ba Sing Se but the system of the upper and lower rings is still in place - it's still socially stratified by wealth, though we don't get to see if it's still stratified by social standing as well.
