Ew, is that really the reason she does it in the comic? It couldn't have been just for the regular fashion of it like oh, lots of real Japanese people do? Yeah, not only racist, but a really weird excuse to give if you wanted your Japanese character to have blonde hair and also wanted to be more realistic than "anime does it!"
