One great way to achieve greater gender parity in fiction is to just flip some characters' genders or write characters without gender and make half of them female. That's not something that needs to be justified. I've never seen these movies, but I agree with you that it would be neat if this dragon were female simply because it would be great if more random characters were female and it was no big deal.
