Batman himself has stated that the two things that keep him from crossing the line is that A) he knows he wouldn't be able to stop and 2) if he kills Joker -- who Bats has stated has crossed the line so many times -- he fears something worse might replace him.

I chalk it up to the verifiable afterlife the DC-verse has. Hell would just be another Arkham for the Joker to escape from, then you'd have undead-demonic Joker running around instead of regular Joker. I can't see how that would end well.

This isn't Highlander though. If there's "something worse," it's already coming, and probably completely unrelated to what the Joker does. There isn't a supervillain limit (in Gotham especially.)
