With no artistic or computer background, it seems like it would be harder to model an actor's face (well enough that it is not uncanny valley) than make a original model that can look like whatever you want. But, perhaps someone with more knowledge can correct me (or not).

Pretty sure they use real people's faces for all the realistic CG models of faces in video games these days. It just might be that in other games they use unknown actors/models instead of known ones. But it's not like they're drawing these faces from scratch ever.
