(Anonymous) 2014-08-13 11:57 pm (UTC)(link)That happens a lot more than it ought to, but it doesn't happen in EVERY case involving the wrongful death of a brown person, and it's not legal to do that. That's a problem with how police departments enforce their rules (or rather, don't enforce their rules), not a problem with what the rules themselves say.
I should've said "this is what is legally intended to happen" because of course laws get broken all the time, including by cops.
