On the toilet seat? Yeah. . . in the US at least, most of us grew up sitting down on the toilet seat to eliminate. I can't hover-pee over a Western toilet even if I wanted to; I'd just fall down.

Is it because Western (EU?) toilets are too high?

In some parts of Asia toilets are at the floor level. I believe Japan have this type of toilets.

Japan has both kinds of toilets. Cheapo bathrooms have squat floor toilets, but nice bathrooms have "normal" toilets, and really nice bathrooms have toilets with all sorts of fancy buttons and various features.

EU toilets are not generally too high to hover-pee. I just usually don't unless they're dirty.

in the US, I've never heard anyone use the word "eliminate" to mean pee

Must be a local-ish thing. I'm from Indianapolis and I've never heard it used that way. Interesting.
