Wikipedia actually has a pretty good Portal on the Tarot at the bottom of the Tarot article. The articles on the Major Arcana and Minor Arcana might be more helpful in terms of ideas for a number-based magical system.

Out of all sorts of Tarot websites, my personal favorite is Aeclectic, mostly because it also showcases lots of unique decks (hundreds of decks, including Star Trek and Disney themed decks!) and a good way of connecting the card meanings to stories or hypothetical real life situations. Tarot.com might be a little more helpful for you, though, as it also includes astrology and numerology. This is a pretty good run down on the meanings of the suits and the numbers in the Tarot.
