It was in the episode "Liaisons."

Picard gets in a shuttlecraft crash on a barren planet while traveling someplace with an alien ambassador guy whose species has just made contact with the Federation, and the ambassador gets killed but Picard just gets injured and is rescued by a lady who was the survivor of a transport ship accident seven years ago. She has built a dwelling on the planet but has become slightly crazy from being alone so long. She takes care of Picard and then tries to kiss him and claims she's in love with him, and when he refuses she knocks him to the floor and persistently assaults him while screaming "LOVE ME!!! WHY WON'T YOU LOVE ME?????" until she realizes that he's still not going to reciprocate, upon which she runs outside and threatens to commit suicide.

But then it turns out the lady was actually the (male) alien ambassador whose species can shape-shift, because he was alive all along and was misleading Picard because he was conducting an elaborate social experiment to try to understand some of the weirder aspects of human nature. Then he and Picard shake hands and Picard is sort of grumpy about being dicked around but pretty cool with it all. He just does that "oh, look, some more weird shit" expression of his, really.

(Meanwhile, a couple of other aliens of the same species carry out less...uh...extreme social experiments on the Enterprise and hilarious hijinks ensue. I also sort of ship Troi/dessert-and-candy-obsessed-alien from the same episode. They would have the same kinks in bed, at the very least.)
