Personal hate or personal passion can be turned into something. Some kind of personal rivalry? Personal grudges? Personal hatred? Hateslash away! But the key there is that it's personal. Neither Fenris or Anders were passionate about each other, just about causes that the other one happened, coincidentally, to fall on the opposite side of. The actual person that the other one was, ceased to matter - Fenris wasn't Fenris, he was "a horrible oppressor supporting OPPRESSION." Anders wasn't Anders, he was "a monster that every mage could become, just wait, he'll prove it (AND THEN HE DOES, SEE. SEE)." They strawman each other so hard.
And I have a really tough time wrapping my head around the idea that you can fall in love with something that's not even a person to you. (ETA: ... that is, without significantly changing the way they think or view the other character so much that it goes off canon too much for me to be comfortable with.)
