Okay, as someone who has seen that episode of Michionne recently, there is no way she killed that girl out of malice. Think of what she saw before she found the daughter. She saw decapitated zombie heads with the zombies still functioning and moving, being displayed like some sick collection of trophies. And before she realized the daughter was a zombie, she was genuinely concerned for her and wanted to get her free. Look at how she treated Carl or Judith. She was protective over Carl and had a nurturing moment with Judith. This is a character trait that shows she genuinely cares for children. So seeing a child being held captive in a state that she finds worse than death seriously disturbed her. She freaking backed away in shock for a split second.

What you're reading of Michionne killing the Governor's daughter out of malice isn't what actually happened; that's what the Governor interpreted what happened. That is exactly his insight into the situation and what he thinks motivated Michionne because he had different motivations, sentiments, and intentions that influenced his reasoning. This delusion that he fueled is what eventually led to the destruction of his town and himself. So in a way, what people feel about Michionne is a really great way for the story to show you a look into what the Governor felt at that moment.

However, given the other evidence of Michionne's character, she was definitely not motivated by "let's just kill this zombie girl to hurt someone". She's a smart woman. She wouldn't do something so rash and brutal just for the hell of it. Think about how she views the state of being a zombie to dying in peace. She was genuinely disgusted by the girl being held in such a state for so long, and in turn disgusted for the Governor doing that.

It's quite possible she did, and I assumed this has always been the case that she did, but the actress can have an opinion on something and be wrong. It's the writers/directors/producers who decide what the character is feeling ultimately, not the actress.

It doesn't even matter if she did kill her to get back at The Governor. It makes her a more complex character with imperfect morality. And Michonne killing one undead girl out of spite is nothing compared to all the cartoon-villain levels of evil shit The Governor did to people living and dead.
