It's mostly the way it tends to be written. For one thing, Tony is the obvious fan favorite, and that comes with the usual problems. Steve is usually written as something like a trophy, and even when he's not? I've seen several stories where Steve finds Tony attractive because of some repressed (or not) attraction to Howard, his dad. It just creeps me out more often than not, and I tried to like it. It would've been great if I liked the most popular pairing in the fandom, but alas, that did not happen. :/
