I skimmmed the wikipedia entry for this game, but I feel like I need somebody to explain it to me.

There are black cards and white cards. At the beginning you decide how many points you're playing to.

Everyone in the game gets a stack of white cards.

The black cards say things like "I'm pretty sure I'm high right now, because I'm absolutely mesmerized by _." Where the _ is a blank space. The white cards say things that fill in the blank.

During a round, there's one person that's the card czar, they have a black card. Everyone else plays white card(s) that fill in the blank(s). The card czar decides which white card is funniest to them, and that person wins one point, until the first person reaches the pre-agreed upon number of points that it takes to win.
