I think the difference there is a deliberate choice of art style versus working with what were at the time the limitations of the graphics.

I could take FFVII seriously because they goofy polygons weren't a conscious choice, they were literally the best they could do with the graphics at that point in time. But with things like what's pictured in the secret... yeah, I'm not sure I could take it seriously either, not when they chose such a Saturday morning cartoon-ish style for it.

Yep -- that's how I feel. I never had trouble with Ocarina of Time because, although low resolution and low tech, the atmosphere and design let me "fill in the gaps" so to speak and enjoy it. It helped that when I looked at the art and saw what they were going for, it really appealed to me.

But Wind Waker just consistently looked silly. It was very technically well done. The environments and effects were GORGEOUS but then I'd look at Link's enormous head on his tiny, footless body and it'd take me completely out of the moment. I didn't feel like I was playing an epic adventure and there was no sense of danger -- Link smashed up against walls or bounced out of fire like a cartoon character. It leeched the seriousness completely out of the game.

Which is a pity because I've seen some great cel-shading done -- like No More Heroes or Prince of Persia. But Wind Waker always irritated me.

DA But can't you kind of give Wind Waker the benefit of the doubt too? It was an extremely creative idea for them to come up with at the time, because nintendo just wasn't going to get super high res graphics out of their own consoles, so they chose a style that not only their devices could handle but also looked good on their devices.

But I also think a lot of Zelda concept art is super ugly, OOT being one of them (in spite of loving the game.) Wind Waker is one of the few where I can say I love the art without adding an addendum to that love. I could see an argument for WW not being as creepy as some Zelda games, but I felt like the adventure was still there.
