Well, it is the male characters' movie. I do wish we would get a female-centric movie, but none of them have been so far. I feel like Peggy and Pepper have been given considerable narrative consider, and in Peggy's case some stuff totally separate from Steve. And Natasha was certainly given her fair share of billing in Avengers (and got lots in Iron Man 2 and Cap 2 as well). Agents of Shield has been fairly good with keeping female characters front and center, and the Agent Carter show will be all about her.

Which, I think means something different from being just in development.

Anyone can edit IMDb, there is no Black Widow movie announced or in development.
