Well, they're all supporting characters and love interests, so... yeah, they do fill the same roles. I wouldn't necessarily say they have the same personalities--Pepper's personality is very different from Peggy's, for example. But the don't have arcs because ultimately, they're both in a movie about other people.

Which I don't mean as an excuse. I think that's precisely why we need more female led movies. Women aren't going to get better roles, more developed arcs and more deeply explored flaws until they fill different roles. In particular, protagonist and antagonist roles. (Holding out hope for Agent Carter for just that reason.)
