Well, if the cops were very effective in a superhero story there would be no need for a superhero?

Anyway I think the cops in Batman are usually portrayed in a nice light, though I'm not a big Batman buff.

The thing is- if you want to see cops being awesome, consume media the focuses on cops. The heroes of the story are usually portrayed as good, and the other as bad or ineffective. So media that focuses on cop shows them in a more favorable light.

Depends on the Batman series, really. Sometimes they're OK and sometimes the whole department is rotten to the core. A really good comic about them is actually "Gotham Central" which is all from the GPD point of view. Great characters, good policework, over all pretty awesome.

Yeah Gotham Central is basically Law & Order with Batman.
