This secret reminds me that I'm still waiting for a K-9 crime show. On the other hand, it would probably end up being all about the interpersonal drama of the people rather than focusing on the dogs.

It would, because TV dogs are expensive. On a couple of the Leverage commentaries they observe that they wanted to do some stuff with dogs, but even having small children in your show is cheaper and requires less oversight than having dogs.

IDK if you'll be able to find this anywhere, but there is a show about a police dog called Kommissar/Il commissario (Inspector) Rex:

I saw a few episodes of the reboot and it seemed very focused on the relationship between the cop and his dog, along with the crime.

Having grown up in Germany during a time where this show (not the reboot) was still being produced and running I have to say: YES! THIS! IT IS AMAZING IF YOU LOVE FLUFFY ANIMAL SHOWS (well, and crime shows). The dog is the show's star. It mostly focuses on the relationship between the dog and his human partner(s), and it was THE DRUG for us when we were kids.
