But there are a lot of police procedurals with smart, competent cops? Castle comes to mind: Beckett is a normal cop (not FBI or something), she's smart, she's competent, she has occasionally unorthodox methods but she's not the "screw the rules, I do what I want" type of fictional cop, her colleagues are also fairly competent people ...

Yes, the whole department she works with is pretty great. Ryan and Esposito are GREAT cops, and Montgomery was great, and Gates herself is no pushover.
