Honestly I'm actually harder-pressed to think of something where the cops are portrayed as nothing but a bunch of bumbling racists.

Well... yeah, of course they are in those, but they don't have a choice, there. In everything else, there's a huge issue with female characters being flat or fridged or forced into dumb stereotypes. I feel like it's the same way with cops.
Not that cops suffer from systematic prejudice or anything, but when comparing media portrayals saying good cops are in shows specifically about good cops is the same as saying kickass female characters in shows specifically about kickass women, so we can ignore the rest where good female characters don't exist.
