Castle is a great example of competent, well-developed police officers. Brooklyn 99, for all it's humor, has some great cops as well.

And, if you don't mind reading, J.D. Robb's In Death series has AMAZING growth and character development of the law enforcement. Det. Eve Dallas is stunning and so is her team. I highly recommend it.
