Richard Garfield didn't invent the terms "white magic" and "black magic." It's an old trope.

In M:tG specifically, white is like the sun, sustaining, fiery, and sometimes violent, and black is like rot and decay. (Green is wild growth, Red is lawless, violent, mineral and fire, Blue is mind and water. They all play multiple roles because there are only five major colors.)

It's not really anything to do with "black" and "white" races. The white heroes of Jamuura (Mirage block) were often quite dark-skinned.
