Only if they are wearing underpants beneath it. There should be nothing worn beneath a kilt (it should be in full working order ahaha!).

Well now, if they're wearing proper garb maybe not. But if it's an American dressing up as one for halloween you know its going yo come with a tammyshanter and fake red wig.

You totally get to be offended. You get to be offended at anything, frankly.

Now whether or not OP listens to you is another matter.

Here's the thing: if you want to walk down the street in a great big war bonnet wearing both a bindi and blackface, at least in the US you get to do so. What you aren't shielded from is social ramifications.

Now is anyone going to ACTUALLY care if a nonscottish person wears a kilt? Or are they going to be more offended by their twiggy legs?

I think buying and wearing a tartan that belongs to a certain family when you're not part of that family is a bit tacky, just like wearing the Mon of a Japanese family line you're not a part of or wearing a traditional and often religiously coined Tracht from Germany. But there are enough generally wearable options out there and just wearing a Kilt, a Dirndl or a Kimono is not a big deal in itself.
