I'm inclined to say it's mostly ignorance, in this case. Certainly not malice. But if you start telling people it was their fault for being raped and so forth, then you cross over into being a major asshole.

But yeah, the other commenters covered it pretty well. There's a reason the "teach men [and people general, imo] not to rape" approach is important, and it doesn't have to be to the exclusion of the "please be careful" bit.
