True, but some mermaids are shown with cetacean 'parts' instead to keep to the entire mammal idea.

Which kind of makes sense if you assume mermaids have actual mammary glands, though they could just be there to imitate human appearance.

I dunno if you know Free! but in the show each character is associated with an animal, and the main character Haru is associated with a dolphin. Virtually all of the fanart of him as a "merman" is drawn with a dolphin lower half, not a fish lower half as is common with mer(people).

But the OP said the whole cast is drawn as mermen with penes that match their 'fish halves'. Either 'fish' in this case is all cetaceans (in which case there's not as much variety in the dicks as the secret implies), most of them are animals without penes, or 'fish' has been stretched even further than by cetaceans.
