When I first saw CA:TFA, I didn't really care for her at all. Just recently I rewatched it (because I was intrigued about the Agent Carter series) and I LOVED Peggy. I realized that probably all the fandom hate for her character is based on this scene, which feels extremely OOC to me. It just doesn't fit with the way her character is written in the rest of the film. And basically it's just a cop-out to fit the narrative--she was impressed with Steve at this point, but it was too early to have them ~*~get together ~*~ so they pulled this shit in order to drive them apart. Just sloppy and frankly misogynistic.
