Let it go for now. Her situation might improve and she could change her mind. Remember that there might be more going on her life that you don't know about.

This, or she might just find a way to make it work. As I mentioned above, I almost didn't go on a dream trip because when I found out the cost, I freaked out. But I made it work and with no regrets. Maybe your friend just needs time.
