Something that may help you check the flow of your paper: one-sentence summaries of each paragraph. It's easier to see if the ideas connect to each other that way, and you can easily move sentences around if need be to fix the flow. Then go back and do whatever editing's necessary to change the order of the paragraphs correspondingly.

Also, check whether each sentence-summary connects to the question. If not, look where you can add a line or two in that paragraph to bring it back round to the question and your response to it.
