I used to get annoyed with people like this (IRL, mind you). But then I came to the realisation that the person they were screwing over the most with their constant negativity was themselves, and that if they didn't change in the future they were going to continue to be unhappy because they wouldn't be able to recognise opportunities to make their lives better.

This realisation helped me a lot in letting my own negativity towards them go (there's no point wasting emotional energy on something you can't change, after all), and also work towards being less negative in general, partly because I didn't want to end up like the pathologically negative and/or annoying people I'd come across.

So, in summary, since abusing your mod powers is not a good option I would recommend you let your annoyance go and use this person's bad example as motivation to be a better person/mod yourself.
