He dumped them in the ocean in the middle of nowhere. That's not a chance. That's putting distance between yourself and your kill so that you don't have to see what you've done or deal with the messy aftermath. (I assume that's why he sent the dog off so he could shoot it from a distance and not have to look it in the eye when he pulled the trigger.)

That was my assumption too. He could kill them (Buddy and Fitzsimmons) but he didn't have the stomach to face them while doing it. Has to be from a distance.
