I wonder if there's a way to subtly suggest that the organization who does this handles it differently? The intentions sound great, but if the persons don't have their carers and need help, that also seems to take away from their own opportunity to do something themselves, which I'll assume is partly the idea here.

Having said that, it's possible this person won't be as needy - not everyone with special needs is severely disabled and/or needs a carer.
