IDK, I live in a pretty friendly town, and if I were taking a walk in a place where I might pass, maybe, one person in a block, I wouldn't be at all surprised if they said hi to me--assuming I didn't say hi to them first.

On the other hand, if I'm walking down a street full of people and some guy singles me out among all the other passers-by to say "How you doin'?" to, that doesn't feel like a friendly hello to me. Especially if he falls into step beside me and tries to pursue a conversation.
