Probably depends on the culture of where you live. I don't live in a city where people generally greet one another like that, so it'd be unusual to walk down the street and have someone you don't know shout hello at you. Not to mention that unless the men in the video are also shouting out hellos at everyone else including people they're not sexually attracted to, it seems pretty clear that their reason for doing so at a woman is a wee bit suspect.
