I don't remember her 'whining' about love, just that she felt more brotherly toward Gale than romantic, and she felt she owed Peeta for him giving her bread (and getting in trouble for it) and that weighed on her mind a lot, as she didn't like to owe anyone anything (and she didn't know how she could repay him for saving her life).

Well...yeah, a big part of her character in the beginning was that she was so fixated on protecting and providing for her sister (because no one else could do it when her mother was severely depressed and not contributing to the household) that she did so at the expense of developing relationships and becoming attached to other people. She wasn't really whining about not being able to connect to other people, she just seemed genuinely confused about it. She didn't even realize that Madge considered her a friend until she gave her the mockingjay pin. It wasn't really a case of "oh, the mary sue doesn't relaize how ~special~ she is and that everyone really loves her even though she's oblivious to it" so much that it was a case of someone who had genuinely good reasons for being very emotionally stunted and had a difficult time forming bonds with people outside of her family that weren't based on reciprocity.

Edit for clarification: I think every Sue element in Twilight somehow connects to Edward--a Bella/Jacob romance would have no Sue at all. Katniss doesn't have an Edward, so comparing her to Bella doesn't automatically make her a Sue.
