Are they really? At least, anymore?

Because…it seems like they're pretty diverse now. I noticed this because after reading that post by the one Stony fan that everyone said was racist for talking about the possibility of Sam being Hydra, I noticed that one of the dudes that jumps Steve in the elevator is black and a few of them looked Latino. The majority were still white, but still.

So…are they just "sub-contractors" or "hired muscle" who don't exactly know who/what Hydra is or has Hydra basically abandoned any and all stakes it had in the racial purity aspect of the Nazis?

Just playing Devil's Advocate here for a moment, but if Hitler had finished the job then the Middle East would be a lot more peaceful these days without it's resident mad dog carrying out terrorist bombing of scientists in other countries. We almost certainly wouldn't have had 9/11 for a start as Ossie Bin Osborne wouldn't have had that as a grievance to draw men to his cause.
