Draco didn't even seem actually popular in his OWN house. It felt very much that people liked him for his money and otherwise feared his father.

Yeah, there's definitely some of that. Or people being "friends" with him because he comes from a prestigious Wizarding family. I think HBP makes it pretty clear that he feels isolated, when the only person Draco has to talk to is Moaning Myrtle.

Of course, being "popular" doesn't always mean having genuine friends.
