I think people use that phrase for people who continue watching a thing they don't like (hate watching).

Yeah, if it goes on for more than three episodes, or two books or two films (or two performances of stage plays), in a row and you are still watching then the hatewatching disclaimer applies. Just stop watching it. If it is a one or two off in terms of badness then you are as entitled as any other customer to complain about badness being served to you. I was unhappy, majorly, with last episode of Doctor Who but really happy with a lot of the season so I'm fine complaining about it. The SJW anti-moffs, they are just hatewatching and should shut up and ship off. If the Kringlemas Episode and next season opener are just as upsetting, then I should do the same.

and even among the people who dislike him, there's differences of opinion, not everyone is hardcore MOFFAT MUST DIE shit

The MOFFAT MUST DIE team are just so loud it's very very difficult to find any Who meta outside of the Classic fandom now I find.

Although the portion of fandom that hates him has changed very recently. Now it is the rabid SJWs praising him, and the normal people are very upset with him.

Hatewatching may be intentional, though, and I see nothing wrong with the idea as such. Nor with discussing how bad the stuff you're watching is. It all depends on the context and on how you treat the process.

Like, yes, no one forced me to watch, but maybe I myself sat down and deliberately watched this bad thing and enjoyed the fact that it was bad and that I disliked it. Disliking a work=/=disliking the process of watching/reading it.

Hate-watching only really tends to be acceptable if you're also hate-watching too. I haven't come across too many people who are live and let live about it when it's people pissing over something they happen to be enjoying, especially if those people constantly show up.

You just have to look at the livejournal Doctor Who group. A couple of years ago it was full of people who loved the show. Then a couple of very dedicated hatewatchers showed up, and they drove out pretty much anyone that didn't hatewatch it because the mods simply would not slap them down. These days it is even deader than most of lj.
