Honestly, this sounds like a scam of some sort to me. Don't give into it. Art commissions are usually not made for updates - you want a certain fanart drawn, and it is. That's way different from this person saying he or she won't do anything until they are paid to do so.

I'm not being snarky here, but how it is different? The author is treating each chapter as an individual work, right? A fanartist on commission won't draw the work I'm asking for unless they're paid, either.

AYRT. Maybe I'm misunderstanding how commissions work, but it's not an original idea either, as it was requested. It'd be like commissioning a novel-length fic that is for a specific person. The fic is being written already, but new chapters are not posted until the author is paid.

Well yeah, but the OP is talking about wanting a chapter and being willing to commission a chapter, so the OP regards it as an individual work. Isn't that at least comparable to a person wanting to commission a piece of fanart? Say that an artist was known for drawing a fanart series like... I don't know... MCU characters in medieval garb. So they've already drawn a bunch, but then someone wants to commission Character X as the next installment of the series. The way I see it, OP is commissioning the next installment of the series.

No, it's more like there is an idea for a novel, but the author has no reason to sit down and write if not commissioned. There is no already-written chapters being "held hostage" until the author's paid. You want to see the next part? You pay the fanauthor to write it.

I was referring more to the murder-suicide thing, but I haven't really heard much about their fandom escapades (I've heard of that Dumbledore's Army story, but that's about it). After just glancing at their fanlore entry, they sound like a real piece of work

Nah, I'm pretty sure he's sticking to traced COMPLETELY ORIGINAL ARTWORKS these days.

But on a serious note, I don't think it's a scam. I just think it's really tacky.
